Stuttering issue while streaming

Hi, 

so i obviously use streamlabs obs for streaming.

My computer specs are the following:

CPU: Intel Core i7 4790K 4.0 GHz 8MB

RAM: Corsair 16GB DDR3 1600 Mhz VENGEANCE LP

GPU: MSI GeForce GTX 1070 8GB Gaming X

Motherboard: MSI Z97-G45 Gaming

PSU: EVGA Supernova G2 650W

I never experienced these kind of issues before and i could play and stream in 1280x720 @ 60 FPS without any stuttering issues.

My CPU usage never go above 10% while streaming, it’s like my cpu is “dead”. 
I have disabled all CPU throttling in bios and windows but the issue still persists along with the stuttering. 

Note that my games do not stutter when i’m not streaming. 

I can provide more information from SLOBS log if needed.

I had a closer look in my Speccy and CPU-Z and saw that it said that my GPU was using link width x8 instead of x16 (v3) which made me think that maybe i had my graphics card in the wrong slot.
Which i had, so i moved it to the correct slot (the one closest to the CPU) and my PC's performance is waaay more stable now.

I would suggest a few things that may help.

` Grab a fresh installer from Streamlabs.com and reinstall the program.
` Do a custom, clean install of your graphics drivers. If you have GeForce Experience can you open that and download the latest driver? After downloading the driver choose a custom installation https://prnt.sc/r9lhv8 After that select a clean install https://prnt.sc/r9lj1i
` Try changing your encoder settings in Streamlabs OBS settings → output.
` Disable game mode in Windows 10
` Look to see if there are any Windows updates available.
` Try lowering your in-game settings to low and capping your FPS to 120 or 60
